特別収容手順: 以下の収容手順はサイト-81KKの主導で行われます。SCP-2823-JPの発生プロセスは説明可能であり非異常であると一般人に信じ込ませるための情報操作を行い、異常性に関して隠蔽を図ります。財団が運営する慈善団体「酩酊街」は対象者が生活する地域の児童に向けて季節のイベントを重視した授業、遊戯を開催します。対象者の生活する施設にはクリスマスツリーを提供して設置します。また対象者を除く同児童に対して毎年12月25日に簡易な玩具、または文房具を提供します。

旧特別収容手順

毎年12月25日に発生したSCP-2823-JPはサイト-81L9によって回収されます。対象者及び付近の関係者には記憶処理が施されます。SCP-2823-JPやその発生した瞬間を記録した物品はすべて回収します。回収した物品は研究に使用するもの以外は焼却処分します。

説明: SCP-2823-JPは下記条件で発生する物品群です。SCP-2823-JPは木製の玩具が大半を占めますが、それ以外にも文房具や衣服が発生する場合もあります。SCP-2823-JPは包装紙とリボンでラッピングされており、また各SCP-2823-JPには1つずつメッセージカードが付属しています。

SCP-2823-JPは毎年12月25日の午前0時から1時の間に京都市 近畿地方とその周辺地域で生活する児童(以下対象者に指定)のもとに出現します。SCP-2823-JPは対象者が生活している建造物内に存在する、クリスマスツリー付近に出現します。クリスマスツリーが存在しない場合はSCP-2823-JPと併せてクリスマスツリーも建造物内に発生します。対象者は以下の条件を満たしています。

• 父母のどちらか、または両方と離れて生活している。
• 離れるに至った理由として虚偽の説明がされている。

SCP-2823-JPが最初に確認されたのは1946年です。発見された対象者は283人にのぼりました。

勝男氏の父は配偶者とは別に恋愛関係にあった女性と逃走した。
勝男氏の母は勝男氏に父親は海外に出兵して未帰還であると説明している。

補遺2823-JP-A: SCP-2823-JPの出現範囲は拡大傾向にあり、1990年代には近畿地方とその付近まで拡大しました。それにともなって対象者も約3万人までになり、加えて1年間に300人程度増加しています。また対象者の増加で浮上した問題点として、財団に関連する対象者が目立つというものがあります。戦後の日本国内における財団の活動が徐々に活発になったことにより、隠蔽工作に巻き込まれる児童¹が増加しました。この割合は財団の活動に比例して増加しており、1980年には全対象者の5割が財団に関連するようになりました。

SCP-2823-JP特別収容手順改定の提案

提案内容: SCP-2823-JPの収容方針を完全な隠蔽から起源についての情報操作を中心としたArchon収容体制に変更する。

提案理由: SCP-2823-JPの完全な隠蔽には大きな壁が複数存在します。まずその発生規模。近畿地方の中でも特に人口の多い京都府、大阪府を中心に発生するため各々に介入していては手間も時間もかかります。一回あたりの費用は平均して約███億円までになります。次に発生頻度。毎年必ず発生するために前述の費用が何度もかかることになります。また民間人に対して記憶処理を何度も施すことになります。大人ならまだしも対象の多くは児童であり、健康への悪影響を無視することは出来ません。これに加えてSCP-2823-JP自体が対象者に目立った悪影響を及ぼしていないと長年の観察により判断されました。比較してリスクがあるのは隠蔽工作の方に軍配が上がります。

SCP-2823-JPは財団の杜撰な事後対応を露わにしました。異常存在の収容を優先するがあまり、それに巻き込まれている子どもたちへのケアがおろそかになっています。これで正常性を維持しているとはたして言えるのでしょうか。今一度、確保、収容、保護とは何かを考え直すまたとない機会であると思います。

この提案は研究チームにより精査され、最終的な判断はその規模の大きさからO5評議会に委ねられました。審議の中で収容可能なアノマリーの収容を放棄する危険性が主張されたものの、民間人への影響の程度と必要な資産の減少を評価されて可決されました。
